Caruthersville is Pemiscot County's county seat. The city, which was officially incorporated in the spring of 1874, is situated on the Mississippi River and was set up in 1857 by George W. Bushey and John Hardeman Walker. The name of the city is a nod to Sam Caruthers, a former Congress representative for the region. Sesquicentennial birthday festivities for Caruthersville took place in the spring of 2007.

England Park offers convenient picnic facilities to visitors. The park's equipped with a sports center, a baseball field and a nine-hole golf course.

Reynolds Park isn't only an A+ location for fishing. It's also a great place to enjoy a picnic with wonderful food and company, complete with ample shade on hot days. Many people even visit Reynolds Park to enjoy rides in pleasure boats.
General John Riggs Veterans Park was named after an area citizen who took off for the army in 1964. He enjoyed great achievement during his time in the army. The park is a destination that allows locals the chance to display their admiration and esteem for people who have worked in the Armed Forces, whether currently or in the past.
